Go ahead and sub the pwd. milk for the pwd. buttermilk , but add a tsp. of acid to your liquid, ie: lemon juice, or vinegar. that should sour your milk and give you the extra oomph that the buttermilk adds. How do you substitute instant milk for powdered buttermilk in a bread recipe?
buttermilk is usually thicker also. I add either yogurt or sour cream to my milk to help with the consistacy and flavor, just a couple of tablespoons.

Flavored or plain yogurt, yogurt is also heathier.
The consistency will be the same, the flavor won't. It won't taste bad, just slightly different.
